    Position Summary:

    The Manager of Quality and Compliance is responsible for developing, implementing, and overseeing Backpack Health’s Quality and Compliance Program to ensure clinical, operational, and regulatory excellence across all states of operation. This role leads the organization’s efforts in achieving and maintaining CARF accreditation, ensures compliance with state and federal regulations, and establishes a culture of accountability, safety, and continuous improvement. The Manager will serve as the organization’s primary compliance resource—interpreting regulations, setting performance standards, leading quality audits, and ensuring that Backpack Health’s clinical and operational practices meet the highest benchmarks of ethical, legal, and professional conduct

    Essential Job Functions:

    Program Development & Oversight

    • Design and implement Backpack Health’s comprehensive Quality and Compliance Program, including policies, audit procedures, and reporting mechanisms.
    • Establish clear structures for ongoing quality improvement, incident reporting, and risk mitigation across departments.
    • Lead the organization’s efforts to obtain and maintain CARF accreditation, including gap assessments, mock surveys, and staff training.
    • Develop a standardized process for state-by-state regulatory research prior to market entry—ensuring adherence to each state’s licensure, documentation, and telehealth requirements.
    • Compliance Monitoring & Auditing
    • Conduct regular audits of clinical documentation, service delivery, and operational processes to ensure adherence to federal, state, and payer regulations.
    • Maintain detailed records of compliance activities, including corrective action plans, follow-ups, and audit outcomes.
    • Collaborate with leadership to monitor adherence to HIPAA, 42 CFR Part 2, Medicaid, and other applicable regulations.
    • Review, interpret, and communicate new laws or policy changes affecting service delivery and ensure timely implementation.

    Training & Communication Develop and deliver training programs for staff on compliance, quality improvement, CARF standards, and documentation best practices. Partner with Clinical and Operations leaders to promote a culture of compliance, safety, and continuous learning. Create and maintain accessible compliance resources and reference materials for all staff. Data, Reporting & Continuous Improvement Track and report key Quality and Compliance metrics (KPIs) to leadership and the board. Analyze incident trends, documentation errors, and audit findings to identify improvement opportunities. Support performance management processes by aligning compliance data with organizational KPIs. Collaborate with IT and data teams to develop dashboards for compliance tracking and CARF readiness.

    EXPECTATIONS:

    • CARF Accreditation: Achieved and maintained within timeline.
    • Audit Compliance: ≥95% compliance rate on quarterly audits.
    • Corrective Action Implementation: 100% completion within 30 days of findings.
    • Training Completion: ≥98% staff participation in required compliance trainings.
    • Regulatory Readiness: 100% completion of pre-entry regulatory reviews for all new states.

    Position Qualifications:

    Must be actively licensed as a behavioral health professional (LCSW, LPC, LMFT, or equivalent) and have held such licensure in good standing for a minimum of four (4) years. This ensures the candidate meets supervision and compliance standards required for oversight under applicable state and accrediting body regulations.

    Minimum 3 years of experience in compliance, quality assurance, or clinical operations in a behavioral health or healthcare setting. 5+ years preferred

    Experience with CARF accreditation (preparation, implementation, or maintenance) required.

    Demonstrated ability to build compliance programs from the ground up, including policies, audits, and training infrastructure.

    Strong understanding of HIPAA, 42 CFR Part 2, Medicaid, and multi-state behavioral health regulations.

    Skilled in regulatory research, interpretation, and application across multiple states.

    Proficient in data analysis and quality improvement methodologies .
