The Manager of Quality and Compliance is responsible for developing, implementing, and overseeing Backpack Health’s Quality and Compliance Program to ensure clinical, operational, and regulatory excellence across all states of operation. This role leads the organization’s efforts in achieving and maintaining CARF accreditation, ensures compliance with state and federal regulations, and establishes a culture of accountability, safety, and continuous improvement. The Manager will serve as the organization’s primary compliance resource—interpreting regulations, setting performance standards, leading quality audits, and ensuring that Backpack Health’s clinical and operational practices meet the highest benchmarks of ethical, legal, and professional conduct
Program Development & Oversight
Training & Communication Develop and deliver training programs for staff on compliance, quality improvement, CARF standards, and documentation best practices. Partner with Clinical and Operations leaders to promote a culture of compliance, safety, and continuous learning. Create and maintain accessible compliance resources and reference materials for all staff. Data, Reporting & Continuous Improvement Track and report key Quality and Compliance metrics (KPIs) to leadership and the board. Analyze incident trends, documentation errors, and audit findings to identify improvement opportunities. Support performance management processes by aligning compliance data with organizational KPIs. Collaborate with IT and data teams to develop dashboards for compliance tracking and CARF readiness.
Must be actively licensed as a behavioral health professional (LCSW, LPC, LMFT, or equivalent) and have held such licensure in good standing for a minimum of four (4) years. This ensures the candidate meets supervision and compliance standards required for oversight under applicable state and accrediting body regulations.
Minimum 3 years of experience in compliance, quality assurance, or clinical operations in a behavioral health or healthcare setting. 5+ years preferred
Experience with CARF accreditation (preparation, implementation, or maintenance) required.
Demonstrated ability to build compliance programs from the ground up, including policies, audits, and training infrastructure.
Strong understanding of HIPAA, 42 CFR Part 2, Medicaid, and multi-state behavioral health regulations.
Skilled in regulatory research, interpretation, and application across multiple states.
Proficient in data analysis and quality improvement methodologies .
