Join the team as Twilio’s next Data Governance Analyst IV on Twilio’s Enterprise Data & Analytics team.

About the job

We are seeking a strategic, hands-on Data Governance Analyst IV to lead the Data Governance team within Enterprise Data & Analytics. You will drive and support the enterprise-wide data governance strategy, implementation, and operationalization of policies, standards, and frameworks that ensure Twilio’s data is trustworthy, secure, and well-understood. In addition, you’ll champion data literacy, build the stewardship network, and serve as the connective tissue between business, technical, and compliance stakeholders.

This role combines program leadership, policy design, data-quality oversight, change management, and deep tool expertise (DataHub/Anomalo/Informatica, etc.). You will report to the Sr. Director of Enterprise Data & Analytics and will directly mentor 2–4 data governance analysts/stewards while influencing 50+ data producers and consumers across the company.

Responsibilities

In this role, you’ll:

  • Strategy & Leadership 
    • Define and socialize the multi-year Enterprise Data Governance (EDG) roadmap aligned to DAMA-DMBOK / DCAM best practices. 
    • Build and lead the data governance council, stewardship network, and working groups. 
    • Set and track OKRs/KPIs for data quality, policy adoption, and literacy.
  • Policy, Frameworks & Compliance 
    • Draft, ratify, and maintain policies for data quality, ownership, classification, retention, privacy, and ethical use. 
    • Operationalize GDPR, CCPA, HIPAA, and SOC2 controls in partnership with Legal, Security, and Product. 
    • Establish RACI matrices and workflows for issue escalation and resolution.
  • Tooling & Operationalization 
    • Integrate catalog, metadata, and quality rules into Snowflake, AWS S3, and streaming environments on AWS. 
    • Identify automation opportunities for processes like lineage capture, data-quality scoring, and exception workflows.
  • Data Quality & Stewardship 
    • Design and enforce enterprise data-quality rules; monitor, report, and drive remediation of critical data defects. 
    • Coach stewards in profiling, cleansing, and root-cause analysis techniques. 
    • Support periodic data audits and executive readouts.
  • Data Literacy & Change Management 
    • Build and deliver company-wide education programs and collateral (playbooks, office hours, e-learning, roadshows). 
    • Evangelize the “one source of truth” mindset; measure improvements in literacy and adoption.
  • Work Management & Mentorship 
    • Mentor and guide manage a small team of data governance analysts
    • Foster an inclusive, high-trust culture that reflects Twilio Magic.

Required:

  • 7+ years in Data Governance / Data Management with 2+ years leading programs or teams. 
  • Demonstrated success creating and operationalizing enterprise governance frameworks (DAMA, DCAM, or equivalent). 
  • Expert in at least one governance platform plus SQL proficiency. 
  • Deep knowledge of data-privacy and regulatory landscapes (GDPR, CCPA, HIPAA, SOX, etc.).
  • Proven experience driving data-quality initiatives (DQ rules, profiling, remediation workflows).
  • Strong facilitation, negotiation, and executive-level communication skills; able to influence without authority.  
  • Hands-on understanding of modern cloud data stacks (AWS, Snowflake, Redshift, Glue, S3, dbt).  
  • Bachelor’s degree in Information Systems, Data Management, CS, or similar—or equivalent work experience.

Desired:

  • Master’s degree or CDMP/CIMP/DCAM certification. 
  • Prior experience rolling out enterprise data catalogs or quality platforms in a high-growth SaaS environment. 
  • Familiarity with security & compliance tooling (OneTrust, Vanta, Drata, etc.). 
  • Experience building data-literacy programs and instructional content. 
  • Exposure to data-mesh or domain-oriented data product operating models.

 

Location

This role will be remote, and based in Colombia.

Travel
