Overview

Join FedWriters to provide regulatory writing support to the Bureau of Educational and Cultural Affairs (ECA), Directorate of Private Sector Exchange. This role involves drafting, reviewing, and analyzing regulatory documents and public comments related to the Exchange Visitor Program (EVP). Working closely with ECA/EC leadership, the Regulatory Writer will help develop regulations that support international exchange and advance U.S. foreign policy. This work is crucial for maintaining the integrity of U.S. exchange programs, which foster global relationships and promote mutual understanding, contributing to national security and benefiting U.S. citizens and institutions. Work Schedule and Location: Remote with occasional on-site meetings as required by the ECA/EC Government Point of Contact (POC).

Responsibilities

  • Report directly to the ECA/EC Government POC and serve as a policy advisor, providing technical interpretations and explanations regarding program regulations, as well as advice on questions of law or administrative policy related to directorate programs and operations.
  • Conduct research and analysis, and prepare a variety of written documents, including white papers on various Exchange Visitor Program (EVP) policy issues, such as historical and current issues on exchange visitor categories like summer work travel, au pairs, teachers, and secondary school students.
  • Review comments for Notices of Proposed Rulemaking (NPRM), draft NPRMs, analyze comments, recommend changes to EC leadership, and draft final rules.
  • Provide written explanations of program regulations and domestic laws, determining requirements for new or revised policies in compliance with new and existing statutes, agreements, and governmental policies.
  • Make policy recommendations based on the application of complex economic theories, assisting in the formulation of necessary changes and adjustments to the EVP.
  • Serve as an expert consultant on labor and economic policies, attending EVP public proceedings, including advisory committee meetings, industry meetings, and public hearings.
  • Draft and develop EVP regulatory documents and information collections by working closely with ECA/EC offices to analyze issues critical to the development of policies and regulations.
  • Stay informed on world events and developments that could impact the EVP, conducting extensive research to support regulatory decision-making.
  • Examine legislation and other initiatives proposed by Congress, other agencies, and academia concerning the EVP.
  • Help formulate the Department’s and/or ECA’s position on such initiatives, identifying the need for new regulations and assessing areas where new or revised policies are necessary.
  • Coordinate tasks and report completion in accordance with agreed schedules.

Qualifications

  • 10+ years of writing and editing experience.

  • A minimum of 3 years working with the Code of Federal Regulations (CFR).

  • Able to analyze agency objectives.

  • Knowledge of rulemaking & ability to identify options and prepare Rulemaking Support Papers.

  • Ability to draft regulations, advisory documents, internal orders, and policy manuals.

  • Able to prepare documents for publication in the Federal Register.

  • Ability to analyze and synthesize data on public comments.

  • Able to conduct regulatory impact analyses.

  • Able to streamline agency rulemaking procedures.

  • Develops internal agency rulemaking manuals.

  • Carries out major assignments in conducting the operations of the organization.

  • Provides consultation or expert advice to management.


Specialized Requirements:

  • The Contractor shall have knowledge of the nature, objectives, and goals of the EVP, coupled with a comprehensive knowledge of the range of applicable, pertinent laws, regulations, statutes, policies, and precedents.
  • The Contractor shall have expert skill in the application of a wide range of qualitative and quantitative analytical and evaluation methods and techniques to identify and advise on the myriad of program initiatives.
  • The Contractor shall have expert oral and written communication skills and be able to articulate findings and recommendations and produce coherent reports and policy recommendations to high-level officials.

Pay Range (Compensation will be determined based on the candidate's skills, qualifications, experience, and other relevant factors)
